Grievance Procedure

Established in 1951, the CSEA is governed by a Constitution, Standing Rules and By-Laws with activities relative to its membership that encompass permanent Civil Service employees of LFUCG.

CSEA is a chartered entity under LFUCG and was founded as a non-profit association with the following purposes:

  • To ensure the legal and proper administration of the Civil Service laws in the Code of Ordinances and the laws of the Commonwealth of Kentucky.
  • To protect members in the event of violation of Civil Service Laws.
  • To encourage the formulation of laws and ordinances that strengthen the basic principles of Civil Service.
  • To consult with the local government on matters pertaining to employee benefits and working conditions.

The CSEA recognizes that a LFUCG employee may experience some action or violation which may require attention. In the event that an employee has a legitimate grievance the proper LFUCG grievance procedures must be followed. While the CSEA Grievance Committee is available for all paid members in the event of a grievance process, it is the responsibility of the employee to follow the LFUCG grievance procedures:

Step I

Verbally present your grievance to your supervisor or the party causing the grievance within 10 working days of its occurrence. This discussion initiates the grievance process. If not resolved at this level, the grievance proceeds to Step II.

Step II

Write out the specific cause of your grievance, and your immediate supervisor or the other party must respond in writing. If not resolved at this level, your supervisor must submit the grievance to Step III.

Step III

The Division Director reviews your grievance and renders a written response. If not resolved at this level, the Director must submit the grievance to Step IV.

Step IV

CAO or his or her designee reviews the grievance and makes a final decision regarding the matter.

All employees should be informed that verbal grievances and/or complaints cannot be accepted by the CSEA divisional representatives; grievances or complaints made by an employee must be in writing. A copy of the LFUCG Grievance Form should be provided to the divisional representative if a legitimate grievance has been filed. Divisional representatives will only accept written grievances to be provided to the Grievance Committee.

Furthermore, it shall be the duties of the Grievance Committee to hear all grievances presented to them in writing by any Member of the Association. The Grievance Committee will contact the employee to arrange a meeting and discuss the specific details of the grievance. Upon completion, the Committee will report their recommendations for action to the Board of Directors. The Committee shall file a written report and give an oral report on recommendations pertaining to each grievance presented to them.

The CSEA works along with LFUCG to ensure all LFUCG employees are treated fairly and all laws are being followed appropriately. The paid members of CSEA are entitled to fair CSEA representation in the event a violation occurs.
